That's because the relation is not a valid multipolygon. You can see the problem in 79108 when you zoom into the Komturbrücke area. A good way to check this is to use the OSMI Inspector, see the same area [here](https://tools.geofabrik.de/osmi/?view=areas&lon=7.85508&lat=48.01238&zoom=17). The JOSM validator should also flag something like this.
