It's an older thread, but I will bring it back in case someone else is looking for something similar, like I was.
I needed something similar (a custom/regional PBF with minutely replication – I didn't want to rely on .fr servers), but unfortunately the trim_osc.py script didn't work for me.
For some reason, it was importing too much data (even from another continent – maybe I did something wrong), so I ended up with writing my own osc filter and dockerizing everything (image is available on the dockerhub):
