The upcoming version 19 of PostgreSQL has a REPACK (CONCURRENTLY) command that can also do clustering. See, for instance, [this blog post](https://www.pgedge.com/blog/looking-forward-to-postgres-19-the-new-repack-command). Maybe something to look into.
