Do we have any access statistics for ifw.org?
I guess, if a real user (without username) requests tiles he would
request about 2-6 tiles per "session". So the second user from the
same ISP will have 2 tiles with a lower priority.
If we check against a (IP & username within 10 to 30 minutes), the
transparent proxies will not be a big problem.
