[Tilesathome] t at h Lowzoom does sea now properly

Still not solved

Yea!!! Frederik Ramm fixed the assumption that we always use z12 tiles just before he left for holiday. It works nicely now!

Renderer clients announce now the levels they render to the server, so it can hand out low zoom requests to those that render low zoom and high zoom requests to the rest (server side not implemented yet).

Give it a week more or so then we'll talk about this again.
