So, just to clarify these roads are tagged as secondary? And you are wanting
to draw in the link roads? Then yep, the best description for them would be
secondary_link, and this would need a styles mod for the renderer.

Regarding this particular junction, that is just insane! The designer of
this junction seems to have set out with the intent of causing accidents or
disruption to the flow of traffic... If all the loops had been made two way
rather than just the north west one, then all traffic would have been able
to flow smoothly without ever having to cross oncoming traffic... Standard
cloverleaf design... As it stands, there are 3 places where traffic has to
cross oncoming lanes to make a turn...
