Maybe I misread the idea. Sounded to me like you wanted to connect  
every node to the relation but on reading it again, the "any"  
probably meant "any one".

If one member of a relation is contained in the area you download  
then the API will give you the relation (plus the information what  
the other members are) but *not* the other members of the relation  
themselves. The API could of course be modified to do that if a  
special parameter is given but currently it doesn't, for fear of  
someone creating a relation "England" with 50 million members ;-)
