Changes:
*Enable function to re-request failed tiles.


Description:
When the Client fails to render a tile it tries to get the word out to
the server, re-queueing the tile at a lower priority (3).
Doesn't catch all aborts, for example if libGD fails with "Can't use an
undefined value as a symbol reference" the tileset is still "lost".
