All 4 tiles worked last night, so maybe I was just very unlucky 
previously or something wasn't working properly over the weekend that 
was causing tiles to get dropped more often which is now OK.

Slightly curiously, the tiles were processed in decreasing order of 
complexity: all were dispatched immediately to 4 different renderers, 
the most complex tile set took only 7 minutes, the simplest (which has 
only a couple of Ways on it - was just in the corner of the area I'd 
been working on) took 40 minutes. But I guess it depends on what else 
people's machines are doing, and how much the boundary of the tile area 
is extended to allow for edge effects - that would have increased the 
complexity of that simplest tile (though it must still have been 
considerably less than the most complex one).

All of them then took about 3 mins to move from the upload queue to the 
map. I assume that must mostly be the time to process as tiles were 
arriving in the queue at the rate of about one set every 20 seconds, the 
queue time would have been getting steadily longer if the latency were 
longer than that.

Sorry to bother people with this, but you can understand that when 
nothing happened repeatedly I was getting more and more convinced that 
something was broken.

A retry-on-failure would be be excellent.
