I'm working on something like this at the moment. It will allow a sub-set
of data to be retrieved from within a pretty large bbox. The data will be
from the most recent planet dump, but would be up-to-date enought for low
zoom tiles I think.
You can try it if you like:

Once I have that working then I will start thinking about how to render
things for low zoom tiles. Want to help?
