The client does not create 0-sized files at all.
There was however some thought of being able to "clean up" the blank
tile management by not storing empty land/empty sea/non empty for each
tile but at "master zooms" for bigger areas of water/unmapped land.
So this was used as a method for (manual?) cleanup of the empty tile db
doable by any t at h contributor.
