[Tilesathome] Residential abutters on bridges (no more)

FYI: I just commited a change to SVN that turns off the implied
abutters=residential on streets that are tagged as highway=residential.
This led to ugly artifacts (grey circles around the bridge, that would
potentially cover rivers flowing underneath. Let's see if it goes away now.

As bridges are mostly layer=<positive value> they would cover everything
else.

This will not take effect until people update their renderers. But it's
non-urgent anyway.
