Instead of asking here, why don't you just do this?  Aha, because 
you're not controlling this project.  Someone else does.  The page 
[[Tiles at home/Admins]] was set up long ago, but still only lists 
"nominations" rather than taking action where action is needed.
That is not a solution, that's just another smoke screen.

If you look at the Munin graph, you'll find out the poor "dev" 
machine is busy 87% of its time waiting for I/O, and has zero idle 
time to spend on new tasks,

This was the case three weeks ago, and still is today.  No change. 
Many people could implement the improvements, but aren't allowed 
to.

First you have to change the "we" word and point at the people who 
are the bottleneck of Tiles at home.  It's not me.  I'm out of here.
