[Tilesathome] Towards a more efficient lowzoom

while trying to improve lowzoom, can we come back to the idea of
creating a sepcial low-zoom variant of z12 tiles? This version would
e.g. print city names much larger and highlight motorways more etc...
One of the reasons I prefer mapnik over osma for everythin below z11 is
that things are just not readable anymore....
