[Tilesathome] [PATCH] Track actual age of tile data

Hi,
One of the issues with the lowzoom process I'm looking at (and other
things also) is that the time listed for a tile in the database is the
time the tile got uploaded, rather than the time the original data was
downloaded from the server. I'd like to change that.
Attached is a patch that uses the time returned from the server in the
BBOX request and assigns that time to each tile as it is created.
This, a tile identifies the instant it was created. This will also be
useful in the future when trying to determine which tiles are
up-to-date relative to the planet file.
Could somebody also test it (just check the output of "unzip -l" on
the resulting zip all shows the same time).
Thoughts?
