I thought of this but it requires changes in lots of places. Not just
in the server (it ignores anything not PNG) but we also have to teach
upload scripts that these files are also interesting.

I can be done, but only as part of something bigger, because to do it
just for blank tiles is overkill.

I like the idea, but how?
