[Tilesathome] Change to TilesAtHome munin graphs

Because the Munin graphs for tiles at home here:

were being totally dominated by the "done" measure, which measured all
tiles completed in the last 48 hours (at least since the active number
has settled to a sensible value), I suggested that we divide the figure
by 48 and make it an hourly moving average, so that the scale is similar
to the active queue. OJW agreed, so we implemented the change. This will
explain the discontinuity that you will notice in the graph today. After
24 hours, the daily graph will adjust it's scale, and the active and
done graphs should be more comparable.
