Of course dev is not a dev server any  more, but a production system.  
An account on dev will help you debugging the production system,  
finding out (with top, strace, vmstat, whatever) where it hits the  
limits, and then work on something less resource-hungry.

Nobody can be expecting to develop anything on dev; software to be  
installed on dev must be run and tested beforehand.

It is very difficult to re-create an environment that is at the same  
kind of limits as dev is; you'd have to analyse where exactly the  
limits are hit and build similar things (the Reiser filesystem, a  
similar laid-out and configured MySQL, and so on). It is possible but  
you cannot do it without access to the dev system in order to find  
out what environment you need to build. As things currently are, I'd  
have to ask you or Nick by email even for trivial things like what  
the PHP version on dev is...

What kind of security audits have been run in the past and by whom?
