I think so too. You can add a hourly cron job if you fear that the 
script might exit some time.

The difficulty will probably lie in the "if (system load is high)" bit. 
What load, and how high? A machine can have a load of 20 and still have 
room for a low-priority process or it can have a load of 2 and grind to 
a halt. You'll have to take into account a lot of things.
