[Tilesathome] Another complaint about tilesGen.pl...

Hi,

    I have another complaint about tilesGen.pl. Some time ago I 
introduced the config option "LocalSlippymap" which created the tiles in 
a directory structure suitable for direct use by OpenLayers etc.; I had 
modified the "TileFilename" function to return a proper file name if 
that option was set.

Meanwhile someone has made changes in conjunction with chunked 
uploading, and instead of relying on the tile names generated by the 
existing TileFilename function, its logic has been duplicated, this time 
of course without checking the LocalSlippymap parameter. The result is 
that LocalSlippymap doesn't work any more.

I'll fix that but could people please be a little bit more sensitive 
when making changes. If there is an existing function that has the job 
of generating file names, there's no reason of adding your own extra 
filename generating code. It's not good programming style anyway.
