OK, I have produced updated oceantiles_12.png and .dat files.  Since
they are a bit large for email attachments I have put them under
http://julius-net.net/osm/oceantiles_12.png and
http://julius-net.net/osm/oceantiles_12.dat

The changes are around 1104 1517.

If someone could check that into SVN that would be great.

While looking at the stuff in tools/png2tileinfo/ I noticed an error
in the README file in there.  The first line of the second paragraph
says oceantiles_12.dat uses 2 _bytes_ per tile while I believe it is
rather 2 _bits_ per tile.

If someone wants to have a list of tiles that need to change I can
compile that, too.
