[Tilesathome] rerequesting_old_tiles ?

Hi, 
who is "rerequesting_old_tiles" on the tah queue?
Is this for the whole world? 
Prioritising some regions? 
How are "old_tiles" recognised?
Is the script available somewhere?

Just asking, because i wanted to render some parts of Poland and need to
find out which tiles to render. Since rss feed of edited node is still
not working.
