[Tilesathome] Client update: r3396 "Jever" -- install immediately

Could we do a 
c) Javer gets a higher priority then the old versions? For example by:
	accept Javer always
	for older versions: accept only 50%, realised by a random number

so the motivation to switch would be higher.

By now my motivation to switch to Inverness is rising, because i have
400 tilesets, and stopped rendering until something gets uploaded.
