I enclose (subdirs.patch) the output from "svn diff" (is this the 
preferred format?) for the two files tilesGen.pl and upload.pl.
This is a minimal, fully backwards-compatible modification of 
these programs that treats each z12 region as a whole.  It might 
not provide the full solution, but I hope it's going in the right 
direction.

I don't have SVN checkin rights, so someone else has to do that 
job.  However, I'd appreciate if anybody would look at my 
modifications and give comments.  I hope I have covered all cases.  
As a side effect, I might also have implemented some better 
locking.  However, I have only tested this code in a 
single-host, single-thread configuration.
