[Tilesathome] none blue sea tiles

Hi,
if running tilesGen on a complete blue sea tile there is a bug:

frollo generates a .osm file like this:
<?xml version="1.0" encoding="UTF-8"?>
<osm
xmlns:osma="http://wiki.openstreetmap.org/index.php/Osmarender/Frollo/1.0" osma:frollo="1"/>

note the "/>" at the end of <osm ... 

when close-areas appends something to this file inkscape complains about
data after the end of the file.

IMHO <osm should not end with an /> in this case.

Disabling frollo prerpcessor gives a 69 byte water tile.
