please bear in mind that if a tileset fails to upload it gets put into
the queue again with the same comment it was originally requested. so if
the cronjob puts a lot of "active" jobs into "new" you get this
behaviour, too.

Europe:404 tried to do that, but I stopped that days ago, all the jobs
of that script you see now are repeatedly failed renders.
