I'm sure there is a lot of optimization potential here. I also  
believe that, even in the long term with planet coverage nearing  
100%, there will be land areas where nobody ever scrolls down to zoom  
level 16 or 17. Identifying those and not wasting space for stuff  
that nobody wants is an interesting challenge.

It should, but those directory entries still need space to store them  
in.
