OJW, I know I'm replying late, however I want to still say this:
I sense your frustration with us and I see where it is coming from, so
here are my thoughts. Thanks for whatever you are doing to develop and
provide t at h. Most of us are thankful for that and appreciate the effort
you put in. Really.
I agree that development currently seems pretty hectic and based on the
put-largest-fire-out-first base rather than having a kind of systematic
thinking on how our architecture should look like. This is bad(tm).
However, it was also difficult for us to pinpoint exactly where the
performance problems were, as all we could do, was looking at munin
stats and drawing conclusions. Heck, it took a while until we found that
RichardF could log into dev to run a simple 'top'.
If the server really is overloaded, why don't we just 1) throttle
uploads 2) limit the request queue and 3) traffic shape (ie slow down)
downloads for now. This has none of the hectic workaround sideeffects
you mentioned. And although the near-instantanous-t at h might become a
60-minute-delay-t at h that should still be good until we find proper
solutions.
