Land, water, and 404 images are changed back to "less intrusive" images. 
(grey, blue, and light greenish* respectively).  I think the blank tile 
upload is now reliable enough that we no longer need this debugging 
information.

I believe someone is modifying lowzoom.pl to recognise this change, so if you 
run lowzoom, keep an eye out for an updated version.

change won't be visible on z<12 until lowzoom is run again in that area







* to differentiate it from a tile which openlayers hasn't loaded yet
