+1 from me, can't code it though.

And put the to be developed upload rate limiting in place according to
queue length.
I'm favoring the client approach if the other method is too difficult to
implement:
let the client (upload.pl) request a page that says "ok to upload" or
"wait a little", the former along with some sort of token that must be
present at the second stage, where the upload really happens (if allowed).
