It's probably worth making the sleep time random between 1 and 10 minutes (in 
the current situation)

i.e. if the server has been busy for ages and suddenly becomes free, then 
approx 10% of the people waiting will upload in each minute after it becomes 
free. (ok I know the maths is suspect here...)

(we have about 20 people uploading per 5 minutes at the moment, according 
to /Credits/ )

I wouldn't ask for the sleep time to get more than about 20 minutes, because 
there could easily be a one-off process (import/export/whatever) that takes 
an hour then clears, and anyone with a huge sleep time will lose out if they 
miss the clear period.
