Why would that help. It would only increase the backlog of rendered but not uploaded tiles which would get older and older on the users hard disks. After sitting for some time, the same job would be handed out to another user who would have the same rendered tile sitting around waiting for upload.
As long as we have more client capacity than the server can handle it just doesn't make sense to have all clients running full speed. And we have way more client capacity than the server can handle, it seems.
