My observations suggest that the full-queue case fluctuates over the
course of a day. Assuming that this is the case (and I haven't been
scientific about this), my theory is that, once the server gets some
capacity back, it will be able to accept whatever upload backlog the
clients have. In other words, we know that the clients have spare
processing capacity, and if my observations are accurate, there are
times of the day when the server has spare tile-acceptance capacity
too.

I can see how my proposal would quickly soak up that capacity, though,
so I'm prepared to believe that it may not be the best idea.
