[Tilesathome] Lowzoom and tiger data

Hey all,

I'm trying to render some of the lowzoom tiles around the area where I have imported some tiger data.  None of the tiger data is showing up at the lowzoom levels though.  At normal zoom everything renders fine, but nothing renders at lowzoom.  The .osm files that the client downloads are basically empty for most of the areas.  

Any of the upper counties in PA are what I'm trying to render.  Two examples are 73,95 and 74,95.

Is there something that needs to happen to the tiger data once it's imported for it to be able to be rendered at lowzoom?
