How about having tah collect the osm data? It would hand it down to
the clients when they request a job.

This would prevent multiple downloads of the same data from osm by
several clients if the renderers fail. And it would allow tah to judge
the complexity of the data and to hand it only to clients that say
they can handle it.

The downside is that the data may become outdated if it takes a long
time to find a client that can successfully render it.
