I had the same problem using WinXP (german). I had to change tilesGen.pl as
described yesterday in the wiki:

Sure there are better ways to cope with the problem, i'm no perl expert...

You can try to debug this by adding anopther StatusMessage that prints the
inkscape command. Then you can copy that call to inkscape and modifiy it. In my
case, i had to replace the point as decimal with by a comma (german
localisation). If this lets inkscape work properly, maybe my solution mentioned
above may help you, too.

Additionally, i found out that "c:/temp/" works as temp dir, too. If one uses
backslashes ("c:\temp\"), the config checker (tahconfig.pl Line 106) thinks that
this path doesn't end with a path separator, and adds an additional slash, so
the resulting temp dir will look like "c:\temp\/" but this seems still to work =8-|
