Correct. There is a manual process, which talks to the API, and for
tiles with a score above '1.0', it makes the requested change to the
tiles in the file that t at h clients use to render, which then need to be
checked back out from the database.

One of the things I'd like to change is to make the t at h client get this
data from the t at h server: this way, we wouldn't need to update t at h
clients to get updates, or have issues with t at h clients having out of
date data. However, my short todo list has other things on it, so this
will not be happening right away.
