Abnother way to go would be to make queues for different zoomlevels (as
it is now with lowzoom (z8) and "normal" zoom (z12), but instead of
having the client decide what "layers" to use, let the *server* decide
on that.
On a sidenote: if we change the default zoom to 13 we need a different
sea/land/mixed index file wich would be about 4 times as big, so this
also would be a good opportunity to let the server handle this somehow.
this would mean the empty tile database would *not* be populated by the
clients' uploads but directly by the "tagging" via informationfreeway.
