Okay, so the tile that you uploaded matches, but the tile you got out of
lowzoom.pl is not what you expected. This doesn't surprise me; I don't
know anything about htis part of the code, but my understanding is that
there are currently 3 sets of zoom levels:

12 -> 17 (tilesGen.pl, with 'tile' in layers conf)
8 -> 11 (tilesGen.pl, with 'lowzoom' in layers conf)
0 -> 7 (lowzoom.pl)

When I tried to run lowzoom.pl, it fetches tiles from zoom level 8, and
to the best of my knowledge, nothing is running the experimental lowzoom
renderer at the moment, which means that those tiles, from which your
lowzoom tile was built, were not up to date.

I don't know much about this code: You now know everything I do. But the
behavior you're describing doesn't surprise me, and I don't have any
advice as to what exactly you should be doing to resolve it. I'm sorry
about that.
