[Tilesathome] lowzoom how?

I changed my config to do the lowzoom layer and ran

 tilesGen.pl xy 69 101 8

It then proceeded to claim to download files and upload a blank zoom 8
tile.  If I ran it on loop, it quickly downloaded rendered a blank
tile very quickly and then uploaded a blank tile.

I'm not sure what's going on.
