[Tilesathome] lowzoom and osmxapi problems

osmxapi was switched over to its new home on dev at 23:00 (GTM) last night.
The stats show that it is significantly slower on dev than it was before.
This is probably because it's competing for resources with various other
processes that also run there. However, I don't have enough info yet to
eliminate other possible causes.
Every single request that has been made since the switch over to dev has run
to completion. So if you are getting 'No data here' errors then you would
probably benefit from increasing the timeout in your t at h client.
