[Tilesathome] lowzoom errors

The culprit is mergeOsmFiles() in tahlib.pm - it seems to be writing a new <osm> tag and ignoring any attributes in the files. It probably should just copy the <osm> line from the first file.

Can't make sense of the Perl to fix it, sorry.
