[Tilesathome] Possible inconsistency in handling of double quotes in tilesAtHome.conf on windows.

My fix for all this was to change the entries in tilesathome.conf to their 
8.3 counterparts.  So c:\program files\inkscape\ becomes 
c:\progra~1\inkscape\.

If there aren't any spaces in the directory structure, then you don't need 
any quotes so you could install the necessary programs into directories that 
don't contain spaces as well.
