[Tilesathome] t at h turned back on *NEW CLIENT NAME/VERSION: Latrobe*

OK, I just turned the t at h render queue back on. To only enable new 0.5 t at h requests so old .4 clients don't empty our queue, I upped the t at h version number to
17 "Latrobe" (there is a US *and* an Australian one) and disallowed old "Kingston" access. The only change is the use of 
OSMVersion=0.5
and 
ClientVersion=Latrobe
in general.conf, so you can either update SVN or do the changes manually.
