[Tilesathome] Using Batik to render tiles instead of Inkscape

Haven't got down to looking closely at level 17 with icons yet. Have just got a tilesgen.pl version completely working using Batik on a rural tile. Will try on an Icon rich tile next. 

Problems so far have turned out to be errors in the generated SVG, so fingers crossed it will work. I am also using the new 1.7 beta of batik.
