I checked some of those areas in my city and I saw, that if there was 
one or more segments in wrong directions in way that created area (park 
etc.), then that way was converted to two or more separated ways that 
stay in one relation. It looks, that renderer refuse to render it.

It could be corrected manually by "combine way" option in JOSM. In 
situations like that JOSM ask to change directions of ways that are in 
another direction. Then JOSM will create new way in the same relation, 
but will not remove ways that was components of this new way (IMHO it 
is a bug). A try to upload data to OSM ended with "precondition failed" 
error and there is nedded to manually find this relation and delete 
from it "old" unnecesary ways. 
It looks, that from time to time by this operation ways are duplicated, 
but it apper only occasionally.


I still don't know why all names of areas and some streetnames (it 
concern all types of highways) are not rendered. Names appers in 
downloaded data, but they are not in SVG file.
