I suspected that may be the case, because the active count is so high,
and I'm sure we don't really have that many T at H clients. Also, when I
tried to load the whole UK on to the queue, it was disappearing from the
queue faster than I could add it.

Really we need a system to ensure that each client only has one active
request at a time, and they can't get another one until they either
upload the first one, or resubmit it to the queue with a note that there
was an error.
