We have had Server problems earlier when the server tried to track too
much metadata and thus couldn't cope with the sheer amount of client
requests/uploads.
I think this should be solved in the client, i.e. if a certain error
occurs more than X times in a row, wait for user interaction or quit.

For example the no data error (which was the cause in this case) should
have such consequences because it can have only the following reasons:
* the API appears down (due to the user being blocked or db overload or
  actual downtime) or
* the client uses the wrong URL to fetch data.

In both cases it would not be advisable to simply continue because this
failure mode (especially the second one) is incredibly fast and results
in a *lot* of requests, both to the OSM API and the t at h request API. (in
this case nearly 20 million requests per day from one user)
