[Tilesathome] close-areas producing very long ways -> inkscape crashing

For coastlines we certainly could get rid of anything that is outside
the bounding box. Actually we could do that for anything except closed
areas. And there, everything that is outside could be simplified to 1
node on each corner it goes around.
