[Tilesathome] auto-requesting of changed tiles

As some of you might have noticed, the queue shows
"deelkar:changedTiles" jobs since yesterday 8pm BST.

These come from an (alpha) version of a script that uses the new
"changes" method of the API to determine which z12 tiles have had
changes in the last 4 hours, and then queues those automatically.

Currently nothing is done to check wether the tiles have already been
requested in said time period (relies on "already in queue" check)
The tiles could be ordered by number of changes, but are currently
requested in no particular order. TBD.
